Can a cashier sell past a customer's credit limit?

No. The limit is checked on the server at the POS and in sales orders, so a tampered client can't skip it. Only a manager can change a limit.

How are payment reminders sent?

Automatically, by email with a salesperson activity, plus one-click WhatsApp and email reminders from the owner dashboard.

Does it need Odoo Enterprise?

No. The UAE build runs on Odoo 20 Community.
